News and Announcements Since 2020, DSRA referee registration & certification moved from Arbiter into the new US Soccer digital platform, the Learning Center. Below you’ll find information regarding this transition. 2025 Referee Registration & Certification Expectations: US Soccer requirements and registration payments will be completed in the Learning Center Referees will register and be scheduled for Delaware state certification requirements in the Learning Center State required training will take place virtually inside Learning Center Referees will not be certified until they have completed all US Soccer and state requirements All US Soccer Requirements must be completed prior to taking the online module Referee certification information can be found on the New Referee Certification & Annual Recertification tabs in this web-site REFEREEING OUT OF STATE Each State has a different policy for visiting officials who want to visit and referee there. It's the responsibility of each Delaware referee to be registered for the current year and in good standing when accepting either instate or out of state affiliated games. Referees who intend to travel out of state to officiate must understand and adhere to the policies of the state they will be visiting. EPA - This link will take you to the 'Out of State Referees' page on the EPSARC website. Follow the instructions for Visiting Referees. MD - Per the MD SRA (1-22-2019); Maryland requires that visiting referees are registered for the current year and are in good standing. They do not require either the referee or the Delaware SRA to send that information unless there is a problem. NJ - The NJSRC now requires each visiting referee and the home state SRA, or their designee, to fill out a form to send to the NJ assignor that the referee will be working for. Each DE registered referee will be considered the SRA's designee and will be expected to complete the form in its entirety and submit it to the NJ assignor.
