Assessment Types

Developmental Assessments

An assessment is a very useful tool to help referee identify areas in which they do well and areas where improvement can be made to strengthen the referee's performance by providing suggestions as to how to achieve those improvements.

  • Formal assessments also help the referee administration determine if the referee should be assigned/offered higher-level games.
  • Observations are unannounced evaluations of match officials to appraise their overall performance.  An informal confidential report (verbal and written) will be provided to the referee and the SDA, within seven days of the game.

Upgrade Assessment

This is an assessment that the referee formally requests from the SDA (use form below)

  • The SDA will assign an appropriate assessor to perform the assessment.
  • The official must honor the assignment as given by the game referee assignor.
  • The assessor must determine if the match is sufficiently competitive (for the particular referee grade level) in order to be viable towards the upgrade:
    1. If the match is determined to be non-competitive, it cannot be used for upgrade purposes. However, the assessor is still held responsible for giving feedback to the official and submitting a full written report.
    2. If the match is considered to be competitive, the official’s performance must be determined to be either acceptable or not acceptable.
    3.  The match must be a two 45 minutes halves game.
  • An unacceptable performance requires for the referee to successfully complete one upgrade assessment to offset the unacceptable assessment in addition to the total number of assessments required for the upgrade.
  • All assessments required for an upgrade must be performed within 12 months of the first competitive match assessment. Any successful assessments that occur outside this 12-month time frame will not be considered as satisfying the requirements of upgrade

* For upgrade to State Referee Grade 6 one must pass two assessments and one AR assessment.

Game requirements and game assessment level can be found in the "The Referee Administrative Handbook".

Maintenance Assessment.

Yearly requirement for grades  6 and above. See “Referee Administrative Handbook” for yearly grade maintenance requirements.

This is an assessment that the referee formally requests from the SDA.

  • The SDA will assign an appropriate assessor to perform the assessment.
  • The assessor must determine if the match is sufficiently competitive (for the particular referee grade level) in order to be viable towards the maintenance requirement:
    1.  If the match is determined to be non-competitive, it cannot be used for maintenance purposes.  However, the assessor is still held responsible for giving feedback to the official and submitting a full written report on ossrc.com.
    2.  If the match is considered to be competitive, then the official’s performance must be determined to be either acceptable or not acceptable.
    3. The match must be two 40 minutes halves game.
  • An acceptable performance (successful completion) of this assessment is one of the requirements for the referee to retain their referee grade.
  • An unacceptable performance requires that the referee must successfully complete an additional assessment to maintain their grade (i.e., 1 for 1)
  • Complete/submit the Assessment Request form at least one week in advance (form will go to SDA for assessor assignment)
  • It is the referee responsibility to work with assignors to obtain/secure a required game
  • Game competiveness beyond min age and game duration requirements will be evaluated by the assessor during the game.
  • For up-grade request you must first provide game count requirements to the SRA.  SRA will notify you and the SDA that the minimum requirement has been met, you  will now be allowed to fill out the form.

Requesting an Assessment  To be assessed, you MUST have a current year Referee registration. In addition, all members of your officiating crew on the match being assessed must be currently registered as Referees as well.
